Meta now lets a business run ads on Threads without an Instagram profile, and without matching usernames. Meta confirmed the change on September 21, 2026. For most local advertisers it is a nice-to-have, not a reason to move budget: Facebook and Instagram placements still carry the lead volume, and Threads is a test line item at best.
What exactly changed with Threads ads?
Two things: the Instagram prerequisite is gone, and Threads permissions are now managed on their own.
Meta’s own wording, reported by Social Media Today on September 21, 2026, is direct: "Starting in September 2026, matching usernames between Threads and Instagram profiles will no longer be required to run Threads ads. Businesses operating without an Instagram profile will also be able to launch ads on Threads directly using their native Threads profile."
A day later, on September 22, 2026, Social Media Today reported the second half of the same shift: Threads profiles now get "dedicated, task-based access that you can manage directly within your business portfolio — these are no longer tied to an associated Instagram profile." In practice that means you can give a staff member or a contractor access to your Threads presence without handing them the keys to Instagram. Both changes are rolling out in phases, so if you do not see them in your business portfolio yet, that is expected.
The reason Meta bothered is scale. Threads is at 500 million users, per the same reporting, which is large enough that Meta wants it treated as its own platform rather than an Instagram add-on.
Should a small business move budget to Threads right now?
No — not out of your Facebook and Instagram budget, anyway.
Threads is a text-first conversation app. The ad formats and the intent behind them do not resemble what makes a furnace repair or a mortgage pre-approval campaign work, which is a clear offer, a form, and a phone that rings. Facebook and Instagram have years of conversion signal behind them in your account; Threads has months. When you are spending $500 to $10,000 a month, you do not have enough volume to fund a learning curve on a new placement and keep your cost per lead where it is.
The cost picture on the established placements also argues for patience. Search Engine Land reported on September 14, 2026, citing a third-party benchmark study, that Facebook traffic-campaign click costs fell 14.29% to $0.60 while click-through rate rose 12.87% to 1.93%. That data is not Canada-specific, so treat it as directional rather than a forecast for your account — but the direction is that the placements you already run got cheaper, not more expensive.
Our own accounts point the same way. A GTA mortgage brokerage we run delivered 1,113 leads in August 2026 at $7.69 each, all of it on Facebook and Instagram placements. Nothing in the September announcements changes the maths on that.
Where do Threads ads fit next to Facebook and Instagram?
Treat Threads as a reach placement you may eventually test, not a lead channel you plan around.
| Placement | What it does well for a local business | Where the budget should sit today |
|---|---|---|
| Facebook Feed and Reels | Lead forms, calls, local service offers; the deepest conversion history in most accounts | Core spend |
| Instagram Feed, Reels and Stories | Visual proof — before-and-after, walkthroughs, finished work | Core spend |
| Threads | Text-led reach and brand presence; no Instagram profile needed as of September 2026 | Optional test, only after core placements are stable |
If you run Advantage+ placements, Meta already decides where your ad shows across the placements available to your campaign. That is usually the right default for a small account, because it pools the signal instead of splitting it. What the September change adds is an option — the ability to be on Threads without an Instagram presence — not an obligation.
What does this actually mean for your Meta Ads account?
For most owners: one housekeeping job and no budget change.
The housekeeping job is access. Because Threads permissions are now separate, the people who could previously reach your Threads presence through Instagram may or may not still have the right level of access, and the phased rollout means the settings can change under you. Check them once and you are done. This is the same discipline that keeps ex-employees and former agencies out of ad accounts, and it is worth a recurring calendar reminder — our ex-Googler founder makes a quarterly permissions review standard on every account we manage.
The budget question is easier. If your cost per lead is where you want it, leave the split alone. If it is not, the fix is almost always creative and offer, not a new placement. Our Meta Ads management work starts there for exactly this reason.
What to do this week
- Open your business portfolio and review who has access to your Threads profile now that permissions are task-based and no longer inherited from Instagram. Remove anyone who should not be there.
- Leave your Facebook and Instagram budgets alone unless cost per result has moved. Check the last 14 days against the 14 before it before you touch anything.
- If you genuinely want to test Threads, cap it. A separate campaign at 5–10% of monthly spend, with its own result to measure, so a failed test cannot damage the campaigns that pay your bills.
- Book your quarterly permissions and placements review now, while the rollout is still landing account by account.
Frequently asked questions
Do I need an Instagram account to run Meta ads?
For Facebook placements, no — a Facebook Page is enough, though an Instagram account lets you use Instagram placements and usually widens your reach at no extra cost. As of September 2026, you also no longer need an Instagram profile to run ads on Threads; Meta removed both the profile requirement and the matching-username requirement. For most local businesses, having Instagram connected is still worth it because it gives Meta more places to find cheap results.
Are Threads ads cheaper than Instagram ads?
Cost per thousand impressions on a newer placement is often lower simply because fewer advertisers are bidding, but cheap impressions are not the same as cheap leads. We have not seen verified Canadian cost-per-lead benchmarks for Threads, and we would not quote a number we cannot source. Judge any test on cost per result — a booked call, a submitted form — and not on CPM.
Should I change my Advantage+ placement settings because of this?
Not by default. Advantage+ placements let Meta distribute your budget across eligible placements, which is usually the strongest option for an account spending under $10,000 a month because it keeps conversion signal pooled rather than fragmented. If you want to know what Threads does specifically, isolate it in its own small campaign instead of carving it out of one that is already working.
